Why would this תנאי not work, what is different about this תנאי than every other תנאי?

One of our esteemed members reported from woodmere, that Rabbi Weinberg said a story that as a boy his father suggested that motzei shabbos they "chill". He followed his father to the porch and his father pulled out a Even Ha'azel and learned with him a piece from Reb Aharon in Hilchos Avadim ( our piece!!!). He then exclaimed how this piece taught him ahavas hatorah to which affects him till this day. Amazing hashgacha!!! We should all be zoiche.

Why does the רמב"ם pasken that אין נגאל לחצאין is only true about ע"ע הנמכר לישראל and not by ע"ע הנמכר לעכו"ם?
What is the logic behind the חיוב פדייה by a ע"ע הנמכר לעכו"ם, is it a זכות, or is it פדיון שבויים?
